Ceasefire Agreement Between Ukraine and Russia

1. ⁠A ceasefire from the end of the day on 31.05.2025.

2. Introduction of a demilitarised zone in all presently occupied territories as of 31.03.2025, monitored by up to 100,000 EU and UN soldiers without a NATO mandate. Peacekeeping troops will be deployed on the Ukrainian side among others from Germany, England, France, Italy, Spain, Poland, Estonia, Latvia, and Lithuania at the freeze lines. Additional areas will be monitored by peacekeeping forces among others from Switzerland, Brazil, Mexico, India, South Africa, Uzbekistan, and Azerbaijan.

An additional option is the deployment of Multinational Force and Observers (MFO) as established for the Sinai Peninsula. MFO could include peacekeeping troops from China, India, Kenya, Jordan, Brazil, Argentina and Australia. There could be three peace zones: One peace zone nearest to Russia monitored by MFO, a buffer zone by UN peace troops and a third zone at the current frontline and in the remaining territory of Ukraine by EU troops. In all three zones no offensive weapons will be permitted. 

3. All military equipment will be removed until 10.06.2025.

4. All children and abducted persons are returned as well as all prisoners released on 31.05.2025.

5. The conflict will be frozen for 20 years and dual or bipartisan local parliaments shall be created in disputed territories from before the annexations in 2014 (See Appendix i.). The treaty includes the commitment to hold referendums in 2045: a national Ukrainian referendum on the country’s foreign policy, and referendums to be held under international supervision in all Ukrainian territories annexed by Russia at the time the conflict was frozen. The Kursk region in Russia will be exchanged with a region which Russia controls on the territory of Ukraine. Crimea and Donbas will remain Russian until the referendum in 2045, but will offer residents dual citizenship and include Ukrainian language and culture in schools. There will be no border controls or tolls, ensuring freedom of movement.

6. In order to help rebuild Ukraine and Donbass, Russia shall give Ukraine gas and oil for 15 percent of the market price for a period of 20 years, raise no import taxes on Ukrainian goods, and buy preferably Ukrainian goods. Unilateral sanctions will be stopped and the Black Sea Grain Initiative will be signed by Russia, Türkiye, Ukraine and the UN and fully and effectively implemented.

7. Ukraine will not become a NATO member, but has the right to cooperate with NATO, except on nuclear arms in Ukraine. There is a guarantee that Ukraine will remain non-aligned until 2045. Russia will not object to Ukraine joining the European Union.

8. A commitment by both the United States and Russia, not to use nuclear weapons under any circumstances, and to resume the Strategic Arms Limitation Treaty (Start III), including a clause that would prohibit unilateral withdrawal from the treaty. The presidents of Russia and Ukraine will speak every month and visit each other every six months to discuss arising problems and tensions. They guarantee not to interfere in the internal affairs of the other country in any way.

9. Both sides will appoint a Minister for Reconciliation who will supervise the exchange between the nations and produce films and educational programs for schools and academic establishments (See Appendix ii.).

10. State media and media / all communication channels have to obey a code of conduct when reporting about the other country and occurrences there. It is forbidden for all of society to discriminate against Ukrainian and Russian nationality, language, culture and religious faith. School books shall feature both perspectives.
